A passing temptation is not itself sin, but Scripture does treat cultivated lust, deliberately feeding and dwelling on it, as sin of the heart. The good news is that being tempted is not failure, even Jesus was tempted, and there is grace and a real path when a thought turns into a habit of the heart.

What Scripture actually says

So there is a real difference between a temptation that arrives and a lust you welcome and rehearse. Paul's answer is to cast down imaginations and bring every thought captive to Christ, a discipline, not a single act of willpower.

Grace, not a scorecard

So do not confuse temptation with guilt. Feeling the pull is human and not a sin; even Jesus was tempted in all points, yet without sin. Condemning yourself for the first thought only deepens the trap. What Scripture calls you to is not a spotless mind achieved by white-knuckling, but a heart increasingly captured by something better, turning your attention, again and again, toward what is pure and lovely. When you fall into dwelling on it, there is no condemnation in Christ, only forgiveness and a fresh start.

The mind cannot simply be emptied; it has to be filled with something greater. Jesus offers that: His presence, His love, a heart so satisfied in Him that the counterfeit loses its pull. He does not merely forbid lust; He goes after the loneliness or emptiness that so often drives it.
