When the Bible speaks of being clean, it means the heart. David, after his worst failure, prays, Create in me a clean heart, O God. Jesus rebuked those who kept the outside spotless while their hearts were full of greed, comparing them to cups clean on the outside and filthy within. God is after inner purity, not appearances.

The deeper truth
The saying gets the priority backward. God is far less concerned with whether your hands are washed than with whether your heart is. And the good news is that the cleansing we most need is one we cannot scrub ourselves into. Only Christ can create a clean heart, and He does, taking what is stained and making it new. You do not have to clean yourself up before coming to Him. You come as you are, and He does the washing.
