Hosea 7
God longs to heal Israel, but their wickedness is exposed instead. Full of deceit and adultery, they burn with intrigue like a heated oven, devouring their own rulers. Ephraim is a half-baked cake, unturned and useless; his strength is drained by foreigners while he notices nothing. Like a silly dove, he flutters between Egypt and Assyria for help. Though God redeemed them, they will not cry to Him with their hearts.

What does the image of a cake not turned convey?
A cake left unturned on the fire is burnt on one side and raw on the other, ruined and useless. Hosea uses it to picture Israel's divided, inconsistent devotion. Mixed among the nations and half-hearted toward God, they are neither faithful nor fully pagan, a spiritual half-measure that pleases no one and accomplishes nothing good.
Why does God say they return, but not to the most High?
Israel went through motions of turning, howling on their beds and assembling for grain and wine, but their hearts were not toward God. Their concern was material relief, not genuine repentance. The verse pinpoints counterfeit religion: real-looking activity aimed at self-interest rather than at the LORD Himself. God sees the difference between crying out and truly turning.
